INVITATION TO APPLY FOR ELIGIBILITY AND TO BID FOR THE 2nd PUBLIC BIDDING OF JANITORIAL SERVICES
The Quedan and Rural Credit Guarantee Corporation (QUEDANCOR) invites all Janitorial agency to participate in the public bidding for Janitorial Services with an Approved Budget of P2,087,030.48.
Interested bidders must not be related to the head of the entity, any members of the Bids and Awards Committee (BAC) or BAC Secretariat either by consanguinity or affinity up to the third civil degree.
Prospective bidders may inspect and secure eligibility requirements and bid documents on July 21 – 30, 2008 from the BAC Secretariat office, Quedancor Center, #34 Panay Avenue, Quezon City after payment of a non-refundable bidding fee of P5,000.00. For inquiry, please call BAC Secretariat at Tel. Nos. 376-6637.
Quedancor will hold a Pre-bid Conference on Aug. 1, 2008, 10:00 a.m. at Quedancor OP Board Room, Quedancor Center, #34 Panay Avenue, Quezon City.
Bids and eligibility requirements must be delivered on or before Aug.13, 2008, 8:00 a.m. to 12:00 noon at BAC Secretariat Office. Late bids shall not be accepted.
Bid opening shall be on Aug. 13, 2008, 1:30 p.m. at Quedancor OP Board Room, Quedancor Center, #34 Panay Avenue, Quezon City. Bids will be opened in the presence of the Bidders who choose to attend.
The BAC reserves the right to reject any and all bids waive any defects or informalities therein, or accept any bid/s or offer/s which it may consider advantageous and beneficial to the government.

Invitation to Apply for
Eligibility and to Bid
1. The Quedan and Rural Credit Guarantee Corporation (QUEDANCOR), through its 2008 Corporate Budget intends to apply the sum of Twelve Million Five Hundred Seventy Two Thousand Two Hundred Eighty Eight Pesos & 64/100 (P12,572,288.64) being the Approved Budget for the Contract (ABC) to payments under the contract for Security Services. Bids received in excess of the ABC shall be automatically rejected at Bid opening.
2. The QUEDANCOR now invites Bids from eligible Bidders for Security Services. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.
4. Interested Bidders may obtain further information from QUEDANCOR and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm.
5. A complete set of Bidding Documents may be purchased by
interested Bidders from the address below and upon payment of a
nonrefundable fee in the amount of Five Thousand Pesos (P5,000.00). The
method of payment will be cash payment. The Bidding Documents shall be
received personally by the prospective Bidder or his authorized
representative.
7. Bids and eligibility requirements must be delivered to the address below on or before April 16, 2008 between 8:00 a.m. to 12:00 noon. All Bids must be accompanied by a Bid security in the form of cash or Manager’s check and in the amount at least equal to, and not lower than, one percent (1%) of the Approved Budget for the contract to be bid. Late Bids shall not be accepted.
8. Bid opening shall be on April 16, 2008 at 1:30 pm at Quedancor Multi Purpose Hall, #34 Panay Avenue, Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below.
9. The Quedancor reserves the right to accept or reject any
Bid, to annul the bidding process, and to reject all Bids at any time
prior to contract award, without thereby incurring any liability to the
affected Bidder or Bidders.
